PREFACE TO THE DUPLICATED EDITION

 

The Historical Society of Pennsylvania Annual Conference in the spring of 1956
authorized the undersigned to duplicate 200 copies of the “Minutes of the U.B. in
Christ” being the minutes of the Pennsylvania Conference annual sessions from Sep-
tember 25, 1800, to January 23, 1868.

      The reason for this work of duplication is to make available to all interested
persons this record of the proceedings of Pennsylvania Conference during these
years since there is but two copies in existence of these records. Since 1869 the
journal has been printed and distributed.

      The duplicated copy is too large for a single binding, such as we used, and,
too, the work of cutting stencils and duplicating, etc., was too great to finish
in a single year along with the work of the parish. The work finished a year ago
was bound in the first volume and was placed on sale at the Annual Conference Ses-
sion meeting at Emmanuel Church, Hagerstown, Md., October, 1957. That volume in-
cludes the conference sessions up to 1846.

      This present volume includes the minutes of the sessions from 1847 to 1868.
In order to reduce the size of this volume, since there is much more material re-
corded in the latter conference minutes than in the former, we have arbitrarily
omitted such items as the following: The names of persons conducting opening “de-
votional exercises” and the Scripture references used in such exercises. The names
of those pronouncing the benediction for the various sessions. (It should be noted
here that sessions were opened and closed with prayer even though that is not re-
corded in this duplication of the journal.) We have also omitted most references
to those seated in advisory relations to conference (visitors). We did not feel that
these omissions are serious for the average reader. For those who because of any
research they may be engaged in, the original copy in available for such informa-
tion.

      We have made an effort to correct all mistakes in our typing, and apologize
for any errors not corrected. Where it was obvious that spelling in the original
reflected the “orthography” of the times we did not change it. Otherwise, where it
was obvious that a word was misspelled we made the necessary correction.

      We have used the journal transcribed out of the German in 1901 by J.H. Al-
bright. We want to express our thanks to Dr. Paul E. Holdcraft, Historian Emoritus,
Rev. John H. Ness, Jr., Historian of Pennsylvania Conference, whose resignation
from this office becomes effective August 31, 1958, to assume his duties as Secre-
tary of the Historical Society of the General Church, and other members of the Con-
ference Historical Society for their encouragement and advice in this undertaking.

The Pennsylvania Annual Conference of the Church of the United Brethen in Christ
met pursuant to appointment at “Hershe’s Station” March 11th, 1847, and was opened by
Bishop Hanby reading 2 Chap., 2 Tim. singing and prayer, after which he made appropriate
remarks. Then the conference went into balloting for secretary, whereupon Jacob C. Smith

was elected.

      Conference ordered that its sessions commence at 8 o’clock, close at 11:30, com-
mence at 1 and conclude each succeeding day at 4 o’clock.
      On motion David Edwards, Editor of the Religious Telescope, and Joseph Hoffman, of
the Miama Conference, be received as advisory members.
      On motion a committee of three were appointed whose duty it shall be to appoint the
preachers who shall preach during the sitting of the conference. George Miller, J. Her-
shey, J. Nedig are that committee.
      1st. Resolved that all the resolutions offered during this conference be handed
over to the Secretary in writing.
      2d. Resolved that the minutes be read each succeeding morning.
      3d. Resolved that Jacob Wenger be acknowledged a member of this conference.
      4th. Resolved that Bro J. Russell write an admonitory letter to Rev. S. Gilbert in
reference to his preaching against studying or becoming learned.
      At 11:30 conference closed with prayer by Jos. Hoffman.

 

AFTERNOON SESSION

      At 1 o’clock the conference was opened by David Edwards reading 2d Thess., 3d chp.

      On motion Jacob B. Kessler and Isaiah Potter, of the Allegheny Conference, and
David Farrell, of East Pennsylvania Conference were admitted as advisory members.

      Have any of the preachers died during the last year? Answer, Samuel Maloy.

      Who are the candidates for the ministry? Answer, John Dickson and Christian Balmer.

      On motion Michael Wise be Secretary of the Home Missionary Society.

      On motion George Miller, William Wagner, Jacob S. Kessler, Samuel Enterline and
Alexander Owen constitute a committee on boundary.

      On motion I.W. Bonewell, of Philadelphia, was received as an advisory member. At
4 o’clock conference adjourned. Prayer was offered by Alexander Owen.

 

FRIDAY MORNING

      Conference was opened with the reading of 2d Timothy, 2d chapter, singing and pray-
er by Jno. Fohl.

      On motion Jeseph Young, of the East Pennsylvania Conference was admitted as an
advisory member.

      I move that a suitable person be delegated by this conference to wait upon the con-
greagation in the city of Philadelphia, of which I.W. Bonewell is pastor. J. Russell,

Alexander Owen.

4th. Resolved that ladies are hereby invited to attend as spectators during
the sessions of this conference.

      Who are the candidates for ordination? Answer: Z.A. Colestock and James M. Bishop.

      5th. Resolved that John Dickson and Christian Balmer received license to preach.

      Conference orders that the treasurer of the Home Missionary Society pay a balance
due Henry Herr, amounting to $27.06, and that Enoch Hoffman receive the balance in the
treasury, amounting to $81.92, and that he receive $100.00 from this conference. As a
supplement resolved that we as a conference pay Enoch Hoffman the balance due him ac-
cording to promise as soon as the money can be collected with interest, however, from
date, March 12th, 1847. John Fohl, Samuel Enterline.

      Resolved that we accept of J. Hershey’s resignation as President of the Home Mis-
sionary Society, and that David Brant fill the vacancy.

AFTERNOON SESSION

      Conference opened by reading 12th chapter of Isaiah and prayer by I.W. Bonewell.

      On motion W. Everhart and G. Weirich, of the Evangelical denomination, and S.
Dresbach, of the East Pennsylvania Conference, were admitted as advisory members.

      On motion this conference recognize J. Fohl’s report in relation to the $5.00 paid
S. Maloy, Secretary of the Benevolent Fund interest as a legal proceeding.

      Resolved that widow Noon receive $5.00 Benevolent Fund interest from this confer-
ence and J.B. Ressler forward the same.

      Bishop Hanby paid on the table Benevolent Fund interest amounting to $23.23, which
was disposed of as follows:

      Whereas there is a church in Philadelphia having the name of American Primitive
Methodist, that desires with its pastor to be attached to the Church of the United
Brethren in Christ; resolved therefore that discretionary power to receive said church and
pastor, and make such arrangements as may be necessary in forming a mission station in

SATURDAY MORNING

      Conference opened with the reading of the 146th Psalm, and prayer by Peter Hawbaker.

      On motion Jacob Sholler, of the East Pennsylvania Conference, was admitted as an
advisory member.

      On motion William Wagner was re-elected book agant for this conference.

      Resolved that we as a conference consider that the Blendon Seminary is all suffi-
cient as an institution of learning in our church at this time, and that we are hereby
opposed to co-operate with Bro. I. Ritter in the erection of another in the Allegheny

      Resolved that this conference is not tired supporting the Religious Telescope, but
feels disposed to double its energies in getting subscribers. Conference closed with

AFTERNOON SESSION

      Conference was opened with singing, and prayer by Theodore Brashier.

      Resolved that this conference concur with the East Pennsylvania Conference in re-
moving the German Telescope to Lebanon, Lebanon County, Pa.

      Whereas there is surplus money in the hands of J.S. Kessler, amounting to $12.00,
S. Dresbach, $12.00 and J. Russell, $39.09, which money was collected for defraying
the expenses of the delegates to General Conference, and whereas Bros. Kessler and Dres-
back did not go, resolved therefore that said surplus money ever and above the expenses
of John Russell, amounting to $24.00 be paid over to this conference and reserved for the
purpose for which it was collected. (J. Kessler paid $12.00 in 1849).

      Resolved that J. Fohl be appointed to address a few lines to the sisters of Her-
shey’s Station who presented to this conference a petition, praying a reconsideration
of the election of Bro. George Miller to the office of Presiding Elder.

      Conference adjourned with singing, and prayer by Z.A. Colestock.

 

MONDAY MORNING

      Conference opened with singing, and prayer by Joseph Hoffman.

      A collection was taken up, amounting to $10.00, for defraying the expenses of Bro.
George Miller to Philadelphia. A donation was also made to J.W. Bonewell of $2.00.

      The letter of the committee appointed to answer the communication from the Virginia
Conference on the subject of co-operation in the erection of a literary institution was
adopted.

      At 10 o’clock the presiding bishop preached the conference sermon from Proverbs 3d
chapter, 5th and 6th verses, after which James M. Bishop and Z.A. Colestock were solemn-
ly set apart to the office of elders.

      Resolved as the sense of this conference that no minister or member belonging to
our church can consistently be a member of the order of the Sons of Temperance, or Odd
Fellows. Conference adjourned.

 

AFTERNOON SESSION

      Conference opened with singing, and prayer by George W. Showman.

      On motion Bro. J. Erb was returned to Baltimore another year.

      A letter from Bro. Fohl who was appointed to answer a communication from the sis-
ters of Hershey’s Station was adopted.

March 2, 1848

The Pennsylvania Annual Conference of the Church of the United Brethren in Christ
met pursuant to appointment in Littlestown, Adams County, Pa., and was opened by Bishop
John Russell, with the reading of the 4th chapter of Ephesians, and prayer, after which
he made remarks appropriate for the occasion.

      Conference then balloted for one chairman and two secretaries, whereupon Jacob Erb
was elected chairman and Jacob C. Smith and Martin Lohr were elected secretaries.

      Whereas the Muskingham Conference voted Z.A. Colestock ordination, therefore re-
solved 4th that this body recognize it virtually as a transfer and he be therefore re-
ceived into this conference.

      Who are the applicants for license? Ans. Barnard Wagner, William B. Raber, Geo.

      On motion I. Rinehart, of Virginia Conference, was admitted to an advisory seat.

for examination.

      Resolved 5th that the bishop shall appointed the preachers who shall fill pulpits
during this conference.

      At 4 o’clock conference closed with singing, and prayer by G.W. Showman.

      Friday morning, March 5th, conference was opened by P. Hawbaker reading the 6th
chapter of Galatians, singing and prayer.

      The committee on examination reported favorably of Geo. Kocher, Barnard Wagner,

William B. Raber, and James H. Bratton and I.W. Bonewell.

      On motion the above report was adopted, after which conference granted them license
to preach.

      Fred. Grimm opened conference with singing and prayer.

      Are any to be ardained to the office of elder? Ansewr: Andrew Marker and G.W.
Showman. After examination of their characters they were elected for ordination.

      Where shall the next annual conference meet? Anser: At Mower’s Church, Franklin
County, Pa.

      Who is prsiding elder this ensuing year? Answer: Jacob Erb. On motion George
Snyder, of Allengheny Conference, was received into this conference by transfer.

      On motion the resignation of Jonathan Neidig as Home Missionary Treasurer was ac-
cepted, and Jacob Erb was elected in his place to fill the vacancy.

      Resolved 6th that Presiding Elder tax each circuit, station and mission for his
support.

      Resolved 7th that the Presiding Elder examine the preacher in charge of each cir-
cuit and station at each Quarterly conference as to the faithful discharge of his duty
in promoting the missionary cause.

MISSIONARY TREASURER’S DUTY

      To receive monies collected for missionary purposes and to disburse it to the mis-
sionaries during the conference year; not however to give them more than half a year’s
salary according to the sum specified in our Discipline. He shall further be account-
able to the conference for said monies with which he shall make settlement and pay over
the balance.

      On motion Bro. D. Spessard, of the Virginia Conference, was admitted as an advisory
member.

      The divident falling to each of the elven conferences that have reported from the
Benevolent fund is                                                                $ 32.19

      Of the above amount G. Miller, former treasurer, who reported $25.00 to

      Saturday morning, March 4th, conference was opened by D. Spessard, by reading the
35th Psalm, singing and prayer.

      On motion W. Wagner was elected bookagent for the ensuing year.

      Resolved 9th that the preachers make all possible exertions to establish Missionary
societies on their circuits and stations.

      Resolved 10th that D. Strickler, editor of the German Telescope, be admitted as an
advisory member.

      Resolved 11th that the following letter be sent to Henry Herr, Harrisburg, Dauphin
County, Pa.

                  Littlestown, Committee Room, 8 o’clock, March 5th, 1848

Dear Bro. Herr;

      After our respect to you and family, we would say that thus far we have gotten along
well in conference. This is to inform you that conference sends to your care for the use
of E. Hoffman $52.00 as follows: In money $44.00 and $8.00 as a bill for repairs due to
sexton’s house in York, Pa. According to a resolution passed the church council at which
he presided but failed to perform and now is claimed from said Hoffman. Whole amount as

      Again Hoffman has in possession a subscription for the York Church to a certain

wish to give it up you will please add to the $52.00 and take a receipt for the whole
and inform Bro. J. Erb and return the subscription or send it to J.C. Smith in York.

      The report of the financial committee was adopted and the deficit preachers re-
ceived as follows: Wm. Wagner $1.62, Tobias Crider, $5.00, Sam. Enterline, $15.00, mak-
ing $21.62. The committee reports further that the missionary appropriation, amounting
to $50.00 be paid to Bro. J.C. Smith, and that $28.58 be added to the above appropria-
tion which sum he is yet lacking to his expenses. Further they desire the widow Goss

donation shall be put upon interest to perpetuate her memory as well as have that fund
continually among us.

      Resolved 14th that I.W. Bonewell receive ordination by the laying of hands accord-
ing to the usages from our church.

AFTERNOON SESSION

Conference opened with singing and prayer by J. Dickson.

Committee on boundaries reported that Mower’s church and Sol. Clippinger’s appoint-
ment be annexed to the Carlisle Circuit.

On motion J. Stevenson and A.E. Maclay of the Methodist E. Church were admitted
to advisory seats.

Resolution 15th. That this conference elect a board of trustees to manage the af-
fairs of the Benevolent Fund Society of this conference, to be auxiliary to the parent
society at Hagerstown, Md., that board to consist of the following brethren: M. Lohr,
I. Staut, S.S. Bishop, Levi Bishop, D. Diehl, N. Miller, D. Crouse.

Resolved 16th that this board of trustees meet as soon as practical and form a con-
stitution and report their proceedings to the next annual conference for adoption.

Resolved 17th that the conduct of G. Miller in relation to the Philadelphia busi-
ness is unimpeachable and his action sanctioned in regard to receiving the congregation,
American Primitive Methodist, into church.

Resolved 18th that I.W. Bonewell receive a transfer to the East Pennsylvania Con-
ference.

Whereas in the Religious Telescope, Whole No. 405, there appeared a communication
over the name of J. Ritter in which it is stated that Bro.’s Ressler and Potter met with
an unchristian reception by the West Pennsylvania Conference on account of their “avow-
ed hospitality to ignorance,” and whereas the above named brethren were treated by the
West Pennsylvania Conference in the following manner: 1st. They were well entertained by

good and kind friends near the conference room. 2d. They were received as advisory

members, and were permitted to speak on any subject discussed upon the conference floor.
3d. they received the best appointments to preach, the bishop excerpted. And whereas
these brethren left without saying one word of “unchristian treatment” received;

Resolved 19th therefore that this conference look upon the charges of “unchristian

courtesy” to the above named brethren as uncharitable, unfounded and uncalled for.

Resolved 20th that when this conference is convinced of its unchristian conduct

toward Bros. Ressler and Potter it will make the acknowledgement of the same.

Resolved 21th that the editor of the Religious Telescope is hereby requested not
to publish anything more on this subject until the accused and the accuser meet face
to face.

                                                Sabbath Morning, March 5th.

At 10 o’clock Bishop Russell preached the conference sermon from John 15:5, follow-
ed in English by Geo. Miller from Acts 9:6. After which I.W. Bonewell, G.W. Showman
and Andrew Merker were solemnly ordained to the office of an elder.

Conference opened with the reading of the 5th chapter of Romans, singing and prayer.

Resolved 22th that this conference tender their sincere thanks to the inhabitants

The Pennsylvania Annual Conference of the United Brethren in Christ held its 3d
session at Mower’s Church, in Franklin County, February 28th, 1849, and was opened by
Bishop John Russell with the reading of the12th chapter of 1stCorinthians. After an
appropriate address, singing and prayer, conference then organized by electing J. Erb
chairman, and J.C. Smith, Secretary.

Resolved 7th that through a complication of business Bro. Erb, P.E. has neglected
his district, and that he make an acknowledgement of the same conference. A. Owen.

Resolved 8th that Bro. Erb’s acknowledgement be accepted as satisfactory. J. Dickson.

Resolved 8th that J.C. Smith, for the satisfaction of the Missionary Society, re-
port the past and present condition of the Mission, and success of his labors in York,
through the Religious Telescope. A. Owen.

THURSDAY MORNING, 8:30 O’CLOCK

Third session. Conference opened with the reading of 2d Corinthians, 4th chapter,
singing and prayer by J.S. Kessler.

Resolved 9th that Thos. F. Hallowell be received by transfer from East Pa.

On motion J. Bonewell be considered a member of this conference.

Committee on Boundaries reported as follows: 1st. That Littlestown Circuit be di-
vided and that the turn-pike leading from York to Chambersburg form the dividing line.
All south of this line to be called Littlestown Circuit, and that on the north to be
called Franklin Mission. 2d. That the appointments known as Manchester, Blankard’s and
Jones’, of the Virginia Conference, be added to Littlestown Circuit. 3d. That Shoop’s
Station be divided, the state road from Harrisburg to Gettysburg form the diving line.
All the appointments on the north to be called Shoop’s Station, and those in the south
to be called Fishing Creek Valley Mission. On motion the above report was adopted.

Who is the Presiding Elder? J. Russell.

Resolved 10th that Bro. Bonewell retain the $25.00 now in his possession as compen-
sation for collecting church money. G. Miller.

At 4 o’clock conference closed with singing and prayer by S. Enterline.

 

FOURTH SESSION

Friday morning 8 o’clock. Conference was open with the reading of the 95th Psalm,
singing and prayer by P. Fry.

Resolved 11th that in consequence of the size of the district the P.E. is only to
attend 3 quarterly meetings in each charge during the year. A. Owen.

On motion the report of the examining committee was adopted, and John Bashore re-
ceived license to preach.

10 o’clock. Preaching by the bishop from 2d Timothy 4-2, followed by J.S. Kessler
from 1st Cor. 15-58, the former in German, the latter in English.

 

FIFTH SESSION

At 1:30 conference resumed business. Prayer was offered by J.M. Bishop.

On motion E. Hoffman, of the East Pa. Conference, was admitted as an advisory mem-
ber.

Resolved 12th that in the admission of Bro. Bashore to membership in this confer-
ence once veracity of Bro. Cormany and family whose character we believe to be above
suspicion was not impeached. J. Dickson.

Where shall the next conference be held? Ans. In York, York County, Pa.

Whereas Br. W. Miller, of the “Church of God”, from which society he was expelled
when they could no longer keep him upon charges the most frivolous (viz. “contumacy,
irregularity and inconsistency”) originating we fear in a feeling not the most happy for
the body calling itself “The Church of God”, has made application to this conference for
membership, and whereas several letters which he holds from Rev. John Winebrenner, W.
D. M, dated May 3, 1844, another dated May 26, 1848, be acknowledged a good certify-
cate of his standing and moral character in the Eldership of said church and whereas
he has been duly received into quarterly conference, therefore resolved 13th that he re-
ceive license to preach from this conference. A. Owen.

On motion E. Hoffman’s case be made the first business of the morning session.

At 4 o’clock conference adjourned with prayer by J. Wenger.

SATURDAY MORNING

Resolved 14th that it is found on calculation that there is due to Bro. E. Hoffman

$57.24 and that he be paid at this conference. G. Miller.

The committee on finance reports as follows:

1. They found in the treasury $141.85.

2. The missionary reports to have received as salary in York $145.75.

3. Receipts show that he received out of York $54.68, whole amount received $200.43.  His

deficiency $20. The committee allowed him his deficiency, $20.00, total $200.43. The

committee advised that Hoffman’s claim be cancelled. Balance in the treasury $19.93. The

amount in the treasury is to remain until called for. On motion the above report was adopted.

Resolved 15th that James H. Bratton receive the transfer to any of the Western

conferences. J. Dickson.

Resolved 16th that the Presiding Elder be treasurer of the Home Missionary Society.

On motion the report of the committee of difficulties was adopted. (See report
dated March 2, 1849.)

Rev. Wm. Miller’s acknowledgement, March 3, 1849.

Dear Brethren of the Virginia Conference.

      Whereas Bro. W.R. Rhinehart and I have become reconciled with each other, and as
I wish to become reconciled to you also, it is right and reasonable I should confess
to you my wrong for not submitting to the committee appointed to decide between us and
ask for your forgiveness for the same. Wm. Miller.

Resolved 17th that each preacher make every laudable effort in getting new appoint-

ments and enlarging their respective fields of labor and report to the next conference.

Resolved 18th that we fully concur with the brethren of the Allegheny Conference
that the apparel of our preachers should be plain and not costly, shunning the appearance

of evil, and that they may be examples of piety to the flock over which the Holy
Ghost has made them overseers, and that those who have wives and children use their

influences that they be in like manner.

Resolved 19th that this conference pray General Conference through her delegates to

fix the line between the West Pa. Conference and Virginia Conference, viz: commencing
at the state line near Emmettsburg, then to Taneytown, thence to Uniontown, thence

to Baltimore.

Resolved 20th that our delegates be instructed to pray General Conference to grant
the Baltimore congregation the privilege to vote for delegates to go to General Con-
ference.

Resolved 21 that we concur in the matter of the East Pa. Conference in Bro. Erb’s
election to the agency for collecting money for the Philadelphia church, and that the
preachers use their influence in his favor.

Resolved 22 that all the monies collected hereafter be the preachers at new
appointments shall be counted with their salaries.

 

SEVENTH SESSION

Resolved 23 that the bishop see that the interest of the widow Snyder donation,
amounting to $20.00 be given to the Iowa Conference.

The bishop then paid on the table $30.59 Benevolent Fund money, which was disposed
of as follows:

Resolved 24 that $5.00 Benevolent Fund be placed in the hands of Bro. J. Ritter

for the benefit of the widow Noon’s family, and that our delegate, J. Fohl, to General

Conference deliver the same.

On motion the balance $25.59 was placed on interest, and Bro. W. Wagner received
it. Whole amount $30.59.

On motion the interest of widow Gost’s donation, $1.59, was given to J.W. Bonewell.

On motion the interest of the Benevolent Fund, $1.77, was given to J.W. Bonewell.

Amount $3.26.

On motion M. Lohr’s resignation as treasurer of the Benevolent Fund was accepted

and J.C. Miller of Greencastle was appointed in his place.

J.S. Kessler paid $12.00 which was collected in 1844 to send delegates to General
Conference in accordance with the resolution passed in 1847.

On motion J. Erb shall call upon S. Dresbach for $12.00 collected in 1844 to send
delegates to General Conference and which is now claimed of him according to the resolu-
tion passed in 1847. (Explanation) Bros. Kessler and Dresbach received the above money
to attend General Conference, but was prevented from going by sickness.

Resolved 25 that we accept the offer of $80.00 …of the Baltimore German Otter-
bein Missionary Society for the support of German Missionaries. (See letter dated Balt.)

 

EIGHT SESSION, SATURDAY EVENING

On motion the report was adopted.

Resolved 26 that this conference is fully satisfied with Bro. J. Ressler’s letter
and that the secretary write to Bro. Ressler informing him of the fact.

Resolved 27 that Bro. Isaiah Potter’s letter is not satisfactory to this body,
and that we expect something better before we can feel fully reconciled upon the sub-
ject and that the secretary address Bro. Potter a letter to this effect.

Resolved 28 that this conference appropriate to Reading Mission in East Pa. Con-
ference the su  m of $4.00 per month up to the sitting next of East Pa. Conference of
the money which this conference received from the Baltimore German Otterbein Missionary
Society the payment of the same to commence from the 1st of April next.

Whereas a difficulty at present exists between I. Potter and this conference which
difficulty (according to a letter from J.B. Ressler) grow out of some assertions made
by said Potter in a letter to Bro. J. Ritter. Resolved 29 therefore that the secretary
of this conference endeavor to secure a copy of said letter from Potter to Ritter from
said Ritter.

Whereas it has been customary to expell members from the church by dropping their
names without even an informal trial, and whereas there is no law in the Discipline re-
cognizing such a custom; Therefore resolved 30 that no member shall hereafter be ex-
pelled by the preacher without the consent of the majority of the class to which he or
she belongs and that we pray General Conference through our delegates to enact a law
to this effect.

On motion Rev. W. Wagner was reelected book agent for the ensuing year.

On motion J. Rathfang received a transfer to the Virginia Conference.

Resolved 31 that we tender our sincere thanks to the kind friends of the neighbor-
hood for their hospitality during this session.

Resolved 32 that the Secretary write to the President of the German Otterbein

Missionary Society requesting the Secretary of said society to write to the congrega-
tion in Annville, Lebanon County, Pa., asking them to cooperate with that society in
becoming an auxiliary society to support Reading mission.

On motion J. Erb was appointed to receive the money from the German Otterbein

Missionary Society and pay it out as conference directed.

On motion it was agreed to reconsidered the election of Presiding Elder. After bal-

loting J.Russell was elected to fill the vacancy.

On motion it was agreed that the preachers on Chambersburg station and Chambers-
burg Circuit make arrangement for the first round of quarterly meetings on the exchange

plan.

On motion the report on boundaries was reconsidered by this conference.

On motion conference adjourned to meet in York, York County, Pa.

AFTERNOON SESSION

      On motion the following rules drawn up and submitted by J.C. Smith were adopted
to govern this body during this conference.

      Rule 1. That conference meet each day at 8 o’clock AM and at 12:30 PM and

adjourn at 11:30 AM and 4 PM.

Rule 2. The bishop shall speak to points of order and pursue the same, and when
two or more shall arise to speak at one time he shall decide who shall occupy the floor.

Rule 3. When any member is about to speak in a debate or deliver any matter to the

conference he shall arise from his seat and respectfully address himself to the presid-

ing bishop, confining himself rigidly to the points at issue and studiously avoid un-

friendly personalities.

Rule 4. While the bishop is putting a question or addressing the house the most

perfect order and quiet shall be maintained.

Rule 5. While the bishop addresses the house no member shall pass between him

and the house or while the member addresses the chair no member shall pass between him

and the chair.

Rule 6. No member shall absent himself from the conference unless by permission,

sickness or inability to attend.

Rule 7. The presiding bishop appointing all standing and special committees not

provided in the Discipline. The standing committees shall be one to examine applicants

for license, one for ordination, one for finance, one for devotional exercises, one on

boundaries, and one on difficulties.

Rule 8. Any member may call for the yeas and nays on any question provided he can

get a second.

Rule 9. No member of conference shall leave after the conference appointments are

read out until the final close.

nation was adopted and that C. Balmer, Wm. B. Raber and J. Dickson be ordained.

Who is Presiding Elder? Wm. Wagner was elected on the first ballot.

Where shall the next conference be held? Jefferson, York, Co., Pa.

Committee on boundaries: J.S. Kessler, Geo. Miller, C. Balmer.

Bros. C. Balmer and E. Boring were elected to serve on the stationing committee.

Resolved that we view the efforts of the American Tract Society to enlighten and

Christianize the world as highly praiseworthy and cheerfully recommed their publica-
tions to the members of the church.

Conference then went into the election of Benevolent Fund Treasurer and resulted
in the choice of Bro. Wm. Wagner.

AFTERNOON SESSION

The following preamble and resolutions are submitted by Bro. Geo. Miller and
adopted by the conference:

Believing that youth is the most favorable time in life to make good and lasting

impressions on the mind, and whereas the institution of Sabbath Schools in our opinion

ranks among the best of all institutions of our age for the correcting of bad and the

forming of good morals and also to lay a good foundation for religious training and

usefulness in life, and whereas our last General Conference gave this subject a favor-
able notice Discipline p. 78, therefore, resolved that we as itinerant ministers will
and all our local preachers are requested to make a strong effort to organize Sunday
Schools where there are none. Resolved 2 that each travelling and stationed preacher

report annually to this conference his success in this cause. Resolved 3, that the

American Sunday School Union Society is recommended as a source from which to get such
books as are not published at the Religious Telescope office to supply our schools.

The ordination services were attended to. Preaching in German by Bishop Erb from
Joe. 15:19, in the English by Geo. Miller from Col. 1:27, 28. After which C. Balmer,
W.B. Raber and J. Dickson were solemnly ordained by the laying on of hands.

 

MONDAY MORNING SESSION

Resolved that this conference acquiese with the German Otterbein Missionary So-
ciety of Baltimore in sending $50.00 to Iowa for the support of German missions within
the bounds of that conference to be sent out thru the next presiding bishop of the
Iowa Conference.

The following report on boundaries was submitted by the committee and adopted by
the conference.

1.  That Manchester appointments be attached to the Littlestown Circuit.

2.  That Greencastle appointments be attached to the Chambersburg Circuit.

3.  That Rocky Spring Circuit to be known as follow: all the appointments west of

the north mountain to be struck off and called Path Valley Circuit, Rocksbury appoint-
ment to be attached to Carlisle Circuit, and the rest to retain its former name.

On motion Philadelphia Congregation is to be known as Philadelphia Mission.

On motion Conococheague field of labor is to be known as Conococheague Circuit.

On motion $4.00 per month was accepted of the German Otterbein Missionary Society.

Resolved that the above be transferred to the East Pennsylvania Conference to be

applied as they in their judgment may think best.

Resolved that in consideration of many pressing demands now upon us we most

respectfully decline a cooperation with the Allegheny Conference in the support of
their institution of learning at this time, and that the secretary address them ac-

cordingly, expressing a hope however that they may both succeed and be useful and in
some future day we may be able to extend a helping hand.

 

MONDAY AFTERNOON SESSION

      Resolved that the Presiding Elder tax the different circuits, stations, and
missions for his support and that he collect the same, provided however that in the case

of deficiency the preachers be not required to make it up out of their private funds.

On motion J. Dickson was elected treasurer of the Pennsylvania Annual Conference

Home Missionary Society.

Resolved that the circuit and stationed preacher ascertain the number of members
of secret societies on their respective charges and to which of the orders they belong,

and report the same to the next annual conference.

EVENING SESSION

Resolved that the sum of $6.10 be collected from each circuit and station to make
up the deficiency in the salary of J.B. Kessler, and that said sum be paid into the
hand of Presiding Elder for the use of Bro. Kessler.

Resolved that Bishop Erb be continued as our agent for the collection of funds to

liquidate the debt resting on the Philadelphia church and that the travelling preachers

open the way into classes and families and collect subscriptions that he may take.

Resolved that each member of the church be respectfully requested to give 12 cents

or more per year for home missionary purposes and pay the same to the class loader who

shall report to Quarterly Conference.

Whereas we as a church claim to be strictly temperate and whereas the “Washington-

ians” have partially relaxed their efforts, and the “Sons” exclude those who most need

help, both resulting in an alarming increase of intemperance; therefore resolved 1st
that each travelling preacher deliver a sermon or lecture to the people of his charge on
the temperance subject and read and lecture on the section of Discipline teaching that

subject.

Resolved that we tender our sincere thanks to the friends of York for the respect and

hospitality shown us during our stay among them.

of the “United Brethren in Christ” met pursuant to appointment in Jefferson, York, Co.,

Pa. February 4th, 1851.

      Secretaries were then balloted for and resulted in the choice of J. Dickson, Eng-

lish, and S. Enterline, German. Bro. J. Russell was elected chairman by ballot.

WEDNESDAY MORNING

On motion the Philadelphia $6.10 matter was referred to the committee on diffi-

culties.

The committee on the examination of applicants for license was submitted and Bros.

J.P. Bishop, J. Wentz, H. Greenblade and J.F. Seiler were granted license by the

conference to preach the gospel.

The report of the committee on difficulties was read and received, when the fol-

lowing resolutions in connection with the report was passed:

Resolved that Bro. J. Russell be appointed to either visit or write to Bro. Samuel

Huber a letter, stating the points of objections to his conduct toward the circuit

preacher during the early part of the past conference year and admonish him to obedience

to Discipline and cooperation with itinerant ministers in the future.

Resolved that Bro. Fred Gilbert be referred to the next Quarterly Conference on
the circuit of which he is a member to render proper satisfaction for his manner of

procedure, and that said Quarterly Conference report through the Presiding Elder to
the next annual conference.

AFTERNOON SESSION

On motion J.G. Snyder was transferred to any western conference he may choose to

join.

On motion Geo. Miller was transferred to Iowa Conference.

On motion I. Commes was received by transfer from Allegheny Conference.

The following names were presented as candidates for ordination: Jonas. H. Bratton

and Wm. Miller.

Have any of the preachers died during the past year? Answer: None.

On motion the deficiency in the Presiding Elder’s salary was referred to the com-
mittee on difficulties.

Bro. J.C. Smith was by ballot chosen Presiding Elder for the ensuing year.

Bros. Geo. Miller, J. Denig and J. Wingerd were elected to serve on the stationing

committee.

The subjoined resolution passed by the German Otterbein Missionary Society of Bal-

timore was laid before conference: Resolved that this society is willing and ready to
pay $25.00 toward sustaining the German Mission in the Scioto Conference (Bros. Staub
and Sholler) and $25.00 to the Iowa Conference as soon as that conference has a German
missionary in the field.

TUESDAY MORNING SESSION

The report of the committee recommending Wm. Miller and James H. Bratton as pro-
per persons for ordination was submitted and adopted.

The committee on finance was reported as follows:

                  To J.S. Kessler, Philadelphia Mission---- 58.79

was voluntarily relinquished by the respective claimants.

The report of the committee on difficulties was then read and adopted by the con-
ference. Geo. W. Showman, Geo. Schneider and John F. Seiler paid their respective
portion of Presiding Elder’s tax.

The committee on boundaries reported as follows:

1st. Manchester, Hoffman’s Paper Mill and Long Creek Scholl House appointments to
be called Manchester Mission.

2d. Carlisle Circuit to be called Big Spring Circuit.

3d. Carlisle to be an appointment on Hershey's Station.

4th. Philadelphia Mission on to be called Philadelphia Station.

5th. York Mission to be called York Station.

6th. Louden appointment to be connected with Conecocheague Circuit.

J. Russell from 1st Cor. 16:10. Some remarks were added in English by Bishop J. Erb.
Bros. Wm. Miller and Jas. H. Bratte were then solemnly set apart to the office of
elder by the laying on of hands.

AFTERNOON SESSION

On motion the following brethren were received into the travelling body: J.P.
Bishop, Wm. Miller, J.S. Wentz.

Resolved that the Presiding Elder tax the different stations, circuits and mis-
sions for his support and that if the quarterly collections do not reach the preacher
endeavor to collect the deficiency.

Resolved that the Presiding Elder be required to hold four quarterly meetings on
each station, circuits and mission, three in person and one by substitute.

On motion J.W. Bonewell was transferred to the Allegheny Conference.

On motion Wm. Wagner was reelected book agent.

The following brethren, viz. J. Denig, G. Conn and H. Shrader were appointed to

make settlement with Wm. Wagner, book agent.
      On motion J. Dickson was reelected treasurer of the home missionary fund.

EVENING SESSION

      The conference collection accounting to $14.36 was disbursed as follows: Western

conferences, $7.50, bishop $2.83, Wm. Humberger $3.83, total $14.36. Paid in of inter-
est on widow Snyder donation $15.00. Disbursed as follows: To A. Mahaffey $2.00, to
N. Hock $2.00, widow Graham $3.00, to Reev. G. Schneider $4.00, to Rev. H. Greenblade
$4.00, total $15.00.

Paid in of interest on widow Gost’s donation $3.00 and given to Rev. P. Hawbecker.

Resolved that hereafter this conference demands good security for all Benevolent
Fund money loaned out.

Bro. Wm. Wagner was elected treasurer of the Benevolent Fund money.

Resolved that we as members of the Pennsylvania Conference make every laudabl ef-
fort to double the list of subscribers for the “Religious Telescope” and “Busy Martha”
within the boundaries of this conference the ensuing year as we highly approve of the
manner in which they are conducted.

Resolved that one fourth of all missionary money collected this year be appro-
priated to missions in the East.

Resolved that $50.00 be appropriated toward renting and fitting up a house of

religious worship in Carlisle.

FRIDAY AFTERNOON SESSION

On motion the resolution relative to secret societies be postponed to the next
conference.

On motion $6.00 of home missionary money collected in Chambersburg and forwarded
to conference by J.W. Bonewell be put into the treasury.

Jacob Erb, Alex. Owen, S. Butorf, C. A. Colestock, Benj. Erb, J. Shoop and Levi
Markel were appointed a board of trustees for the Benevolent Fund Society of the
Pennsylvania Conference with directions to draw up a constitution and procure a chart-
er for said society.

Resolved that the thanks of the conference are hereby tendered to the friends of
Jefferson and vicinity for their kindness and hospitality manifested tours during our
stay among them.
